ABSTRACT

The Netherlands has been struggling with a shortage of teachers for several years. It has proven to be a wicked problem which is particularly difficult to tackle in neighbourhoods with social issues, even though it is of the utmost importance there. Over two years ago, we embarked on an ambitious task: Laak, a district in the city of The Hague where the quality of education has been under severe pressure for years.
